Policy and Business Solutions - Our experience

Quantera's expertise in policy solutions is led by Peter Cleasby, a director of the company.

Peter trained and practised as a management consultant with Price Waterhouse (now PricewaterhouseCoopers), one of the top global firms.  He subsequently spent many years working at a senior level in central government combining policy advice skills with project and programme management techniques, across a range of subject areas.  

More recently he has handled policy-focussed and business change assignments for central and local government, and in the private and social enterprise sectors: a selection is below.  He is Chairman of the board of the Plunkett Foundation, a rural regeneration organisation; a trustee of Action for Communities in Rural England and of the Community Council of Devon; and was an independent member of the Standards Committee of the Thames Valley Police Authority from 2005-08.

Assignments have included:

• A major review of a cross-government science assurance programme with recommendations for business practice changes.
• A review of a statuory body facing significant funding challenges. 
• Reviews of the senior management structures of two leading independent schools in the light of challenges facing the schools, and making recommendations for action.
  
• A lessons learned assessment of targeted government funding to ease housing overcrowding in London.    
• An assessment of the effectiveness and recommendations on how to take forward the outputs of the government's Rural Delivery Pathfinders programme.
• A review of a set of land use case studies identifying key characteristics in the decision-making process and issues for policy-makers.  
• Producing a guide to rural social enterprise opportunities for a regional development agency.  
• Analysis of options for a new model for a government delivery body.
• Preparation of a strategy submission to government for a consortium of NGOs representing third sector social enterprise interests, focussing on evidence and developing the evidence base.
